16th April, 1930.

I am directed by Mr. Secretary Henderson to refer to

your letter J.A.T. 1504/30 of the 9th April, on the subject

of the draft telegram to Sir Miles Lampson relating to the

proposed Hongkong-China Customs agreement. I am to state

that after semi-official consultation with a representative

of your department it is proposed to add the following

aentence to the second paragr ph of the draft telegram:

"The Board of Tride point out that the proposed

"arreeamt does not amount to a Customs union in the

"ordinary sense of that term and suggest that in the

"present political situation in China it might be

"desirable, in order to stress the special and limited

"character of the agrement, to consider whether the

"minimum period should be shorter than the term of ten

"years originally proposed.
